Develop information systems assurance programs and control guidelines to maintain the confidentiality, integrity, and availability of information and/or
telecommunications systems, as well as information in storage, processing, or transit. Develop and recommend cyber security/information assurance strategies
that effectively integrate operational, administrative, procedural, technical, and training measures in a cost-effective manner. Recommend technical
approaches that effectively balance risk and cost and when directed, implement specific technical protections (e.g., audit log management, vulnerability
assessment, access control, encryption, etc.). Conduct research and evaluation of new and emerging security technologies. Develop and deliver or support
specific cyber security training to meet regulatory and organizational requirements, such as initial and annual user security awareness and system
security officer/system administrator security training for all OST personnel. Develop and deliver or support cyber security awareness and marketing
campaigns for all OST sites that alert and educate users to specific security concerns, trends and threats and change user behavior to reduce security
risk. Develop and track metrics to determine the effectiveness of the training, awareness, and marketing efforts. Support other cyber security and
information assurance activities, including (1) cyber security programmatic activities such as development of security work instructions, processes
and procedures and documentation to support the certification and accreditation process; (2) implementation and operation of various technical cyber
security protections and controls such as logging and access control; and, (3) cyber security awareness, marketing and training.
Years of Experience:
Minimum of 4 years of experience as Cyber Security Operations (Tier-2, or higher level) in a DOD, DOE, or Law Enforcement Secure Operations Center, or Communications center, or equivalent with explanation. Minimum of 3 years of information security related experience (Tier-1, or Tier-2), in areas such as: security operations, incident analysis, incident handling, and vulnerability management or testing, system patching, log analysis, intrusion detection, and security device administration for Cisco ASA, Palo Alto firewalls, or equivalent with explanation. General technical skills, such as Transmission Control Protocol/Internet Protocol (TCP/IP) knowledge, networking, and security product experience. Demonstrated ability to work in a team environment, able to train and manage other team members. Strong written and verbal communication skills with the ability to adapt to technical and nontechnical Federal and Contractor personnel.
Relevant technical and industry certifications (e.g., General Information Assurance Certification (GIAC), Systems and Network Auditor (GSNA), and Certified Intrusion Analysts (GCIA)) or show ability to obtain within 6 months of the Task Order's award.
DOE Level “Q” (comparable to DoD TS/SCI)
